Joint Task Force Gordian was established in May to investigate the key structures and networks used by organised crime to finance criminal enterprises, launder the proceeds of crime and evade tax. The task force sought to disrupt criminal networks by targeting accountants, money remitters and the financial service providers assisting them to commit criminal offences. As a result, 16 criminal syndicates were disrupted and 73 people charged with money laundering and serious drug offences.

Three targets of the task force were sentenced in for imprisonment of up to 10 years for money laundering and trafficking narcotics. Criminals purchase high-value goods as a way of reinvesting or concealing criminal proceeds and assets. Items may be bought for day-to-day use, to store and hide value, or to transfer value to a third party.

Buying goods such as jewellery, boats, real estate, artwork, antiques, precious metals and stones is a common money laundering method, particularly for the placement introducing illegal funds into the formal financial system and integration reinvesting funds stages of money laundering. Many of these high-value goods are attractive to money launderers because they are easy to conceal and transport across borders and convert back into legitimate funds.

Australian-based organised crime groups use this form of money laundering to hide value both in Australia and overseas. Overseas-based crime groups also use this method to conceal assets e. Trade in high-value goods may also be used to exchange value without the need for cash or other payment methods. Recent high profile asset confiscation cases in Australia show the breadth of criminal investment in high-value goods and the scale of criminal wealth that can be laundered and invested this way.

Assets included cash, houses, boats, motor vehicles, motorcycles and other items. It is difficult to distinguish commonplace legitimate consumer and commercial activity from criminal spending on luxury items and laundering criminal funds by investing in assets. There is a vast volume of legitimate transactions involving these items and few, if any, financial indicators to signal suspicious activity. Confiscating the assets derived from crime is a key tool for countering organised crime.

In , Commonwealth legislation was strengthened with the introduction of a non-conviction based regime and more recently with the addition of unexplained wealth laws Proceeds of Crime Act Measures available under the Proceeds of Crime Act include:. The unexplained wealth laws, introduced in , place the onus of proof on the individual whose wealth is in dispute, and require that person to attend court and show that their wealth was obtained legitimately.

In this context, it is becoming more common for organised crime to engage a range of professionals to provide advice, establish and, in some cases, administer these complex structures which disguise illicit money flows.

Some professionals are exploited by criminals, while others are criminal entities in their own right. Australian-based and overseas-based crime groups use professionals such as lawyers, accountants, financial advisers and real estate agents, to help undertake transactions to:. The business employs six people and specializes in bespoke jewellery made with gemstones that are difficult to source. Troy believes one of the particularly special things about creating jewellery is that the pieces can have quite a strong, personal meaning to the customers. Troy has noticed the popularity of handmade jewellery rising steadily over the last decade or so, as people seek out pieces that are more unusual or customized.

People are often surprised that these bespoke pieces are more affordable than they expected them to be. You have so many more options when making your own jewellery. Clients of a Maitland disability service took to the kitchen at Hunter TAFE, to learn skills and earn qualifications for life. This 10 week tailor made course, initiated by endeavour group, taught participants all the skills needed to make healthy meals in the kitchen. Students learnt new recipes, ingredient preparation, food hygiene and cooking techniques.

This course was designed to give graduates a boost in confidence and independence. All participants gained practical skills to improve their job readiness and received a TAFE certificate that can be used to boost employment opportunities.

These courses were initiated after the completion of an extremely successful Certificate III Conservation and Land Management, through the same partnership. Participants said this partnership gave them the opportunity to complete a course they would have not had the opportunity to do otherwise. These partnerships are a great example of TAFE's commitment to give back to their local communities to provide people with real life skills.

Hailing from Years 10, 11 and 12, the students were provided with information and participated in a number of hands-on activities related to their personal interests, skills and selected careers.

Melanie Greenwood, 22, didn't grow up dreaming of being a locksmith. That was when she decided it could be a career path for her. The clincher was successfully applying for a locksmith apprenticeship. At the same time she was working for a locksmith in her local area on Sydney's Northern Beaches. Now she's finally fulfilled her four year dream of establishing her own business. Called Lady Lockey, Greenwood decided to capitalise on the fact that she's a female locksmith, instead of trying to blend in with all the blokes.

She admits that many customers are still surprised at the idea of a female locksmith. I would say 'you're looking at him'. They will meet with representatives from Charles Sturt University, TAFE Western and Fletcher International to tour their facilities and discus academic articulation, language study, internships and job placements. Lesser well-known, but equally successful people include Jim Sell who runs a building business in the Southern Highlands; Frank Newah-Jefroi, who's gone from refugee to community services worker in the Riverina, and Carmen-Lee Campbell, a shearer and wool classer out west.

The winning students will be selected by the TAFE NSW Institutes via a nomination process, from the same course area that the Ambassador studied or an equally meritorious student from another discipline. The identified courses align with industry-recognised qualifications, ranging from Certificate III to Diploma. Prizes are to be presented at each Institute's annual Student Awards.
